Job Description and Duties

The Commission on Peace Officer Standards and Training (POST) is recruiting to fill a permanent, full-time Information Technology Specialist I (ITS I) position in the Learning Technology Resources Bureau (LTR) in the Field Services Division.

A successful candidate must be able to demonstrate respect for diverse stakeholder perspectives, effective communication and listening skills, and ability to collaborate with both technical and non-technical people. 

This position supports POST's mission through the POST LTR, which is dedicated to researching and developing advanced technology for training law enforcement. The LTR currently features POST's Learning Management System (LMS) known as the Learning Portal (LP) along with numerous high quality interactive self-paced training courses and videos. 


Under the direction of the Information Technology Supervisor II, the incumbent performs a broad range of tasks associated with management of the the LP, including but not limited to system administration; troubleshooting and customer support; technical design and development; media editing and management; and occasional project management. 

The LP is an instance of the Blackboard LMS. The incumbent will be one of the two lead administrators of this system, assisting more than 100,000 end users, and working with other support staff, instructional designers/project managers, analysts, law enforcement, and software engineers. As part of the LTR engineering group, the incumbent will have opportunities to contribute in, and learn, the following:
  • Service Oriented Architecture (SOA)
  • Learning Tools Interoperability (LTI) and SCORM specification standards
  • MERN stack (MongoDB, Express, REACT, NodeJS) plus Typescript, JavaScript, and JSON
  • Both MS Azure and AWS cloud environments
  • Editing, encoding, and preparing media for streaming
  • JIRA, Git, NPMJS
  • SCRUM
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate.
  • System administration experience (e.g., working as LMS Administrator)
  • Customer support and troubleshooting
  • Experience and knowledge of relevant technologies
  • Ability to work with confidential information
  • Ability to work with others in a positive manner
  • Experience working with media
  • Bachelor's degree or equivalent in Computer Science, Software Engineering or another related technical field is highly desirable

Working Conditions

This position is located at POST headquarters in West Sacramento, CA. The office is located in a two-story building with a business park setting.

Regular and consistent attendance is critical to the successful performance of this position. 
This position is Hybrid and may be eligible for telework, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.
